I haven't looked at other counties you list, but using Google to look at Sussex, they have 51 species of fungi listed on their BAP including 41 lichens.

Edit. It seems Berks and Surrey are concentrating on habitats initially which would cover some individual species, whilst Hampshire has included all the 3 Hericium spp. plus most of the stipitate hydnoid tooth fungi and also a good selection of lichens.
Further Edit: One thing I would agree with you is - IT IS A MESS ! Many of the lists are out of date and to see the latest information you have to be registered with the Biodiversity Action (plan) Recording System (BARS) and you would need to be a nominated county recorder.
